How can my son get rid of phlegm?

my son is 3yr old and he has a phlegm about 20 days i tried him to hav shower in warm water but it didn't work to much and it is getting worse n worse should i try bronchitis syrup fo him?and he got some redness of his eyes bcs of some dust please what should i do and he love to drink milk and nothing eating than taking milk
