Would ghetto schools get more money if rich black/minority people didn't leave their neighborhoods?

I dont believe they are obligated to stay. I know for darn sure once I hit it big I will be as far away from the hood as possible. Not where I want to raise my kids and its not my problem either. That may be a reason why I'm a Republican though.lol To each his own and thats what I plan on doing.
