Why is fairness essential in a democracy?

Secret ballots allow people to exress their preference for a leader without being subject to coercion by public pressure or worse. Imagine if The stereotypical Gofather was running for mayor of New York, and the votes of New York citizens were public knowledge. After losing the election, they would be free to terrorize those who voted against them.
